I already sent this feedback using the in-game tool, but I figured it may be useful here for discussion's sake. And it's entirely possible I'm just missing something key, in which case, please enlighten me.
Retribution
1) Judgement really feels like Divine Plea-lite instead of the most iconic attack of the entire class. I don't have Recount up on the Beta of course, but there was never a time I felt like Judgement was more important than stacking Holy Power for a Templar's Verdict. Without Heart of the Crusader and the removal of Judgement of Wisdom, I only really remembered to press Judgement when everything else was on cooldown and/or when I noticed my mana dipping low.
Suggestion: Add Judgement to Divine Purpose, or perhaps allow it to generate Holy Power baseline (for Ret) or through talents (maybe attach it to something low like Inquiry of Faith).
2a) What is with the AoE direction? We have Divine Storm with no cooldown, Consecration with no cooldown, and Holy Wrath, all three of which can hit an unlimited amount of targets. Against three targets (in my lame gear), I noticed that Holy Wrath hit for more than even a 3 Holy Power Divine Storm - I assume the math is better for Divine Storm with more targets, or with a better 2H weapon.
But what is the design goal here? I feel like a warlock with Seed of Corruption, Hellfire, and Rain of Fire. Is the idea that in an Onyxia Whelp situation we... what? Lay a Consecration and then Divine Storm our eyes out with (presumably) Divine Purpose feeding us 3hpow Divine Storms each time? Basically, I can understand 2 of the 3 AoE tools being developed, but making all three available feels like the warlock situation above.
2b) Speaking of Divine Storm/Consecration/Holy Wrath... why the complete 360 on AoE design? Is there a story to how you went from being dissatisfied with Retribution getting "free AoE" damage when doing their single-target rotation to, well, making Holy Wrath what it is? Why not just make Divine Storm the "meteor-style" attack that Holy Wrath has transformed into and save us some actionbar real estate?
Suggestion: Make Divine Storm Retribution's take on Holy Wrath, sort of like how Seed of Corruption is better for Affliction and Rain of Fire is better for Destruction warlocks (at least, as far as I know that's how that works).
3) Art of War continues to make no sense. Why make a mechanic have an effectively 100% uptime when it affects an ability with a cooldown? I understand that we can't have instant Exorcisms all the time for PvP reasons, but when I am whacking on a PvE dragon, the little Art of War buff at the top of the screen is just taking up space telling me something I already know (e.g. Exo will be instant cast every time it's off cooldown unless something bizarre happens).
Suggestion: I have no idea how to balance it, but why not have Art of War refresh Exo's cooldown in addition to it making it instant-cast? Obviously the buff can't have the 100% uptime it has currently, but maybe you could tag it to another ability altogether instead of auto-attacks. Perhaps tie it to Judgement (see #1) and/or Templar's Verdict so there is a kind of one-two punch feeling there.
4) This one will probably clear up once the EJ wizards do their magic, but I definitely feel Retribution has too much going on. Crusader Strike needs pressed on cooldown, I get that. Wait for 3hpow for Templar's Verdict as a finisher, okay. Sometimes TV will give an extra 1hpow, gotcha. Keep Inquisition (aka Savage Roar) up every 30 seconds via 3hpow, alright. Now... fill in any blanks with Exorcisms (only if Art of War is up!) or Holy Wrath (only if there are no adds nearby, in which case Divine Storm could be better) or Consecration (if sufficiently geared). Oh, and Judgement! And maybe Divine Plea or Avenging Wrath or Zealotry. And if you hit Avenging Wrath, make sure to throw some Hammers of Wrath on cooldown. While all this is going on, you have passive ramping up in the form of Seal of Truth's Censure stacks + Conviction.
Eventually, I'm sure, the math will say something like: (Inquis) > 3hpow TV > CS > Exo > HW etc. In the meantime, someone who doesn't know about EJ will be looking at all these yellow buttons going "wtf?" I know that was sort of the point of making the rotation more complicated, but this feels like complication for complication's sake. Watching for procs makes intuitive sense and still separates the good players from the bad (the better players know when to push the button and when not to). Watching for DoTs or self-buffs falling off makes intuitive sense and still separates the good players from the bad (the better players know when the DoTs or self-buffs fall off, and when to refresh them). Throwing BOTH of those PLUS combo point PLUS cooldown watching PLUS mana concerns (e.g. how better gear will let us squeeze in Consecration per Ghostcrawler) is total overkill.
Suggestion: Trim the fat.
